I am currently writing a fiction book and the process is very different. Publishers want to see a finished manuscript, not a proposal, at least for first time authors. I'll be working on it for 1-2 years I imagine before I take the proposal anywhere (if ever?).
I would definitely still pitch with a small community, it's not a deal breaker for a great idea but I was surprised at how much emphasis was placed on it.

It’s a children’s book. But also for adults as most kids books are.
